Challenges in Foreclosure

Foreclosures are going to make things more expensive, not to mention harder, to get accurate counts of census in the following year while families move to live with families or are left to be homeless.

The director of the Census Bureau stated that he expects several census questionnaires to be mailed out next year to land within vacant homes within areas that were hit hard by the crisis of housing. This would mean that census workers are going to have to make more neighborly visits to find out for certain if anybody still lives inside those addresses, which could cost more money to do. One incredibly unambiguous impact that foreclosures have had would be that the amount of people who knock on doors are increasing. It will cost more money to do this, too, though.

Recent losses of jobs have left an excess of thirteen percent of homeowners in the United States of America with mortgages that are behind on payments, if not in full foreclosure. The worst thing about this is that it has focused within Florida, California, Arizona and Nevada. Several economists are expecting another wave of properties to go into foreclosure and hit the overall market some time next year after a lot of lenders place moratoriums on foreclosures this year to fully stem this crisis.

Census workers are going to have to concentrate on actually reaching out to these families which have doubled their size with relatives until things go back to normal on their end. A lot of people might think that their situations in housing are merely temporary; however, they have to be counted, no matter where they live early next year. Census workers are also going to have to pay more attention on counting ranks of these newly homeless people, like it was done with previously upper-middle-class ones that were hit through the economic recession.

The Census Bureau has high hopes that by mailing these forms of replacement, making use of shorter questionnaires and sending out bilingual forms over to previously Spanish-speaking areas are going to help in addressing such challenges. Officials have also increased staffing in order to pinpoint the areas that will be more difficult to count, as well as drafted several action plans for every census tract to battle these issues. However, it still isn’t clear if this would be sufficient to reach the mail-back response rate of 67 percent that was recorded during the turn of the millennium. Plus, the census is going to cost more if it will be run next year. A 10-year census cost has already double up to almost 15 billion dollars compared to the past decennial period.

Other challenges would include a funding dearth for the census outreach out of cities that are grappling with today’s recession, as well as the overall need to persuade any immigrants that are wary of the government to actually fill out these required forms. For example, California is going to spend 2 million dollars next year on efforts to make sure that these people will be counted, as compared to the 24.7 million that was spent in the year 2000.
